Victor Majani is the Director of Assurance and has over 20 years of professional experience in audit, tax, company secretarial, and management consultancy from working for various independent audit firms over the years.
Victor serves as a member of the Legislative Affairs work stream of the Institute of Certified Public Accountants of Kenya (ICPAK) Public Policy and Governance Committee. Victor is a Crowe Horwath International Trained Business valuer. He has also served as a Liquidator of a medium-size company and a Receiver Manager for a horticulture venture.
In 2014 he participated in the preparation of ICPAK’s position paper on Parameters for measuring fiscal Discipline in Kenya. Since in Kenya, fiscal discipline was identified by the Commission on Revenue Allocation (CRA) as one of the parameters for allocating revenue horizontally to County Governments, the paper reviewed the existing literature and frameworks on fiscal discipline. It made proposals on measuring fiscal discipline at all government levels for efficient and effective delivery of services. The aim was to help determine the level of fiscal discipline among the County Governments as a criterion for horizontal revenue allocation.
In 2014 he participated in the preparation of ICPAK’s “Public Finance Building Blocks for Devolution” report. A baseline study on the county public financial management systems comprehensively analyses the Counties' functional priority areas. It also explores how the public finance and human resources systems have been set-up by the counties. The report also makes succinct policy recommendations that would enhance strong public finance management at the county level towards improved service delivery.
Victor is the Chairman of the Governing Council of Kenya Alliance of Residents Associations (KARA), the apex body representing the voice and pro-active action of resident associations on consumers and taxpayers' rights countrywide.
